For Meat Mixture:

- 2 cups frozen mixed vegetables (peas, carrots, green beans, and corn)
For Mashed Potatoes:
- 6 large potatoes, peeled and cut into cubes
- 4 tablespoon softened butter
- 1/2 cup milk
- 1/4 cup Parmesan cheese
- 1/2 teaspoon salt (or to taste)
- 1/2 teaspoon white pepper (or to taste)
- 1 tablespoon fresh parsley, for garnish
Instructions
- Boil the potatoes
In a large pot, boil the potato cubes for about 15 minutes or until fork-tender. While the potatoes are cooking, proceed with preparing the meat mixture. - Prepare the meat mixture
Heat the oil in a large skillet over medium heat. Add the ground beef, season with salt and pepper, and cook for about 5 minutes until no longer pink, breaking it up as you go. - Add ingredients
Add the onion and garlic to the skillet and cook for 3 more minutes until the onion softens and becomes translucent. Stir in the pepper flakes, Worcestershire sauce, onion soup mix, and beef broth. Add the frozen vegetables and cook for a couple more minutes. Set aside. - Preheat oven
Set the oven to 350°F (175°C). - Prepare the mashed potatoes
Drain the cooked potatoes and transfer them to a large bowl. Add the butter and mash until smooth. Mix in the milk, Parmesan cheese, salt, and pepper, mashing until creamy and well combined. - Assemble the shepherd’s pie
Spread the mashed potatoes evenly over the meat mixture in the skillet. Use a fork to create a textured pattern on top. - Bake
Place the skillet on a baking sheet and transfer to the preheated oven. Bake for 40 minutes until the top is golden brown. - Garnish and serve
Remove from the oven, sprinkle with fresh parsley, and serve warm.
